40% of all problems with Windows can be solved by rebooting. A further 50% can be solved by reinstalling Windows. That is probably your best bet. If you have to ask for help on here, and reinstalling Windows doesn't work, you may be screwed.

For the remaining 10%, solutions range from flipping a stupid setting back, to insanely technical mumbo-jumbo, to getting a real computer. ;)
