you are giving the surfer to much credit, most surfers do not even pay that much attention to the sponsored links honestly, they do a search, get links put in front of them and they usually click the top one NOT based on relevance but on the same thing brick an mortar and real estate people care about LOCATION LOCATION LOCATION.
The next step up is the person who briefly skims the description that pops up looking for the bold words which were the ones they typed in and their relevance in that sentance. How many surfers even know what google pr is or how search results are returned?
If your surfer is that enlightened they are going to skim search results no matter what so someone buying a site up to the top was really wasting money. If the site has little or no relevance to what they are looking for, then they will hit the back button or close the window and go to the next ranked or the most relevent by contextm once again they are going to go elsewhere, money wasted. Most sites out there do not even care about pr, they are information sites, the ones that sell a product usually PAY someone to design their sites in a way to get high pr which is usually by making the site as relevant to it as possible to the search words. There are the tricksters also but who has shown a hands down, unequivicle link between google tricks without providing good relevance to get high ranks and then profits over someone who designs a site with relevance to the search with good content that would also score well and also have viral advertising as well as what the surfer wanted?
Really aren't people used to advertising where the ones with the most money pay to have their products in their face all the time? My

If it is true, it looks like people are going to have to worry about the actual quality of their sites so they can get viral advertising to compete and not on google tricks to take advantage of listings since someone with a deep wallet can own real estate. Surfers will start to pay attention to how crappy the top ranks are and go to the next google or be more careful on the links they click. Honestly the real world works with that system, I think the net can also.
