The Grammys haven't been relevent since they got scared after giving NIN a grammy. Ever since they go with the easy choice. There are almost always better albums and songs then those that get nominated but the grammys are too afraid to stir up any controversy so they nominate and reward people they know are user friendly and will help them get ratings.

Kanye may be a little controversial but he's hot right now so they nominate him to help bring in ratings. If they nominated a bunch of lesser known people that didn't sell a bunch of records nobody would watch.
