Because promoters can't charge as much as in big towns...In some tours the price is fixed before so it don't change from place to place (for really big artists).
Vegas is a whole other thing thought... dosen't work like any other city arround the world !
Smaller artists can live on less money and their rates vary a lot depending on the size of the event.
But in this case, this is indeed a really big fight, and they could probably push the "box" envelope and start cashing in even more then they do now. But I guess the PPV deal and letting the opportunity for the higher mid class people getting in good seats ;)
