Take two groups of people...preferably in an area or group of high occurence (prostitutes). Give them the drugs. Send them out into the world. Test them again 5 years later. One group will have a higher percentage of people with HIV.
In this case....the vaccine group should have 0% positive tests. While the control group has an occurence of HIV.
they don't incourage these people to go out and have unprotected sex...they simply tell them to go on about their lives.
