Run AdAware, Run AVERT Stinger, Run Spybot, etc etc. If all else fails, drop to a command prompt and type at the c:\ (if you have XP on the machine)
"netsh reset winsock >c:\resetlog.txt"
w/o the quotes, and reboot. It resets winsock to defaults.
