woudnt it make alot more sense for them to send you that notice when you open your account..
i.e. Dear user to ensure uninterupted account usage ( including the electron card ) please submit the following information as we must have this information if your account balance reaches a certain point and may susped your account ..
or better yet why not just ask for that information when the account is opened ( because then they couldnt sit on loads of cash from accounts who didnt have those documents when they signed up with the account , and will take them time to get the documents . )
