If you can have a system that hammers fraud hard, BUT does make it possible to differentiaite between fraud and simple mistakes, with a real person to contact who can judge circumstances on a per account basis using the info to hand, it would make all the difference.
Other than that the same as paypal in most areas i.e. euros, GBP and USD as an absolute min. for currencies accepted (AUD and YEN would be good too), the ability to add multiple emails accounts (paypal does this but does not allow enough), a decent backend that lets you pass a good amount of data into each sale and get useful info back, good uptime, easy payment link creation, customization of colours on your payment pages (or at least a choice so that they broadly match my site(s) ) selectable by data sent, part refunds possible, fees as good or better than PP, full card holder address details return for each transaction (a fraud measure to allow matching with shipping address my end), chargebacks fought/queried (paypal gives them FAR too easily - nochex for example fight them and often do not pass CB's back to the merchant), sensible transaction limits (ie not too low).
Again though most of that repeats stuff that PP already does. The biggest problem with PP for me is again the customer service thing (not nice living in fear that your account may be frozen for no real reason with no appeal), more emails for those with a lot of online stores/sites....oh and keeping the CC entry/payment pages as simple as possible so customers don't get scared off at payment.
As you may have guessed I'd use a good system heavily for physical goods payment rather than porn payments and money transfers. But then that's also the area where the BIG money is for you if you can get a foothold and get the fraud angle right i.e. very tough but also fair.

Excellent response Tipsy. All very good points. One thing we will handle differently is the fraud stuff. I agree that paypal handles this unfairly, and disproportionately to the risk. We will definitely be different than paypal in this regard. Our risk distribution systems protect us in almost all cases so we can be a bit more practical when dealing with disputes, fraud, etc.
