I believe it can be. I have no problem with a girl I'm in a relationship with hitting on or being hit on by some random guy. But if it's "with intention" (intention on actually hooking up), then thats not cool. But if it's just for flattery or self-esteem, then no problem.
ANY actions "with intention" of cheating is is cheating to me. Otherwise, it's harmless. You have to trust your mate, but you also have to know your mate's true intentions.
