I would say he was going between 30-50 judging the distance travelled/time it took.

You can slow it down and look at the frame rate and guestimate the distance..

1 mph = 1.4 feet per second..

40 mph = 56 feet per second

so if he is going faster than 40 he should be going more than 5.6 feet per tenth of a second.. looks like he is going much slower than that..

good, but use as a referent the speed of people walking and running in the video---these are speed that can be adjusted by tweaking the video speed so the people look "normal"---and then once you get the people looking "normal" speed, THEN do your estimate of the motorcylist velocity...

and you will see beyond a shadow of a doubt the guy is going WAY FAST for that suburban street.
