a judge will decide this one; normally true it is the car driver's fault, EXCEPT in this case the biker is speeding.
moral of the story---if you are a biker ride the bike to protect yourself, don't depend on the law to protect you from injury.

True and a point that hadn't been brought up here, the biker was going way too fast for the car to probably even see him when he started turning left.
