If you are targeting your surfers by language, then BrowserLanguage would be good enough, but if you want to offer content local to country, then you need to use IP.
For eg, if you had a US ex-pat in HongKong, looking to buy a DVD online... you want to give him a store in HongKong to reduce his costs, and also give him a version of the store that he can read.
For that, you'd need to use both BrowserLanguage, and IP.
