A government conspiracy would take at the very most the same number of people it took (or would have taken) Al-Qaeda to pull it off.
If you believe it would take one thousand people connected with the government to pull off such a conspiracy, then you must also believe Al-Qaeda had one thousand people behind their attack.
Clearly, Al-Qaeda had a very limited group working on it based on the story most accept.
