He is of moderate intelligence at best, and only got his education thru his daddy's connections, which is the same way he got everything else in his life.
He's a true conservative. Had everything handed to him and every sin forgiven including going AWOL in a time of war, but gets away with pretending to be a cowboy because conservatives really aren't discerning enough to tell the difference between a rich kid and a genuine cowpoke.
