If parents want to decide to let their child on the internet, they need to take the proper steps to block out adult content. Its that fucking simple.
I helped my brother setup his computer to block his kids from adult content. Its not that hard.
If parents dont know how to do it, then they got no business buying an ISP connection.
If a parent buys a gun, and doesnt know how to lock it up or turn the safety on, then they shouldnt be buying a gun.

Children need to be watched. It doesn't matter if it's because they might fall into a pool, walk out into the street and get hit with a car, or they might play around with their father's gun.
And Children don't belong on the Internet. Porn is the least of parent's problems. The range of issues and children's safey on the Intenet is huge. They start with pedos trying to pick up and molest children, to self mutilation, to hate groups, to instructions on how to build bombs and kill their classmates. No, porn isn't anything they should be concerned about.
