You get tax receipts because it's a charity, not because it's the goverment. The moose have been leading you astray because actually, foodbanks in BC are non profit societies.
Here's some text from the Surrey foodbank, as an example:
As a non-profit, charitable organization, the Surrey Food Bank is able to operate due to private contributions, donations, corporate sponsorships and various fundraising efforts (events). We receive no government funding.
