In an ethical business world (yeah, I know)...Paypal should sent you any remaining balance and simply close out the account. But they've crunched the numbers and know the profit they'll realize by putting in to the agreement the fact they can seize all accrued balance if they determine you've somehow breached their TOS.
They're easily in the Top 5 big-time crooks in the racket these days.

Well...it just seems fucked up to me that they can seize EVERYONE's money that came from the account in question. I mean, seizing the main account...I can see that. SUEING the main account holder if the investigation finds fault...sure. Seems ethical to me. Holding EVERYONE's money while they investigate one guy? Biggest scam I ever seen in my entire life. It's right up there with the state lottery "yearly payout" scam.
