Amp controls all of the pede traffic, so he is the man to talk to. You may have to wait awhile as I think he may have some kind of legal problem, something about peeping and photographing some 15 year old black boy.
Although Boneprone may have him hidden away for Special Forces training, but that is kind of hush, hush stuff.
