Contact the user "Rake" at vBulletin.org. I've used her before and can recommend her (her work for me:
http://main.bisexual.com). She doesn't do graphics though, just setup, mods, layouts and programming. It sounds like you might have the graphics covered, and if so, then Rake can do what you are looking for (and much more if you want some serious mods later).
