I think what he is saying, that if you sign up under him, then he will provide you with the promo tools, ads, and advice that he comes up with, tests and retests. I know for a fact that this guy harvests these whores at iFriends and get's them to make him custom promo content (pics, vids, fansigns) - so signing up underneath him doesn;t seem like an unfair deal at all.
