Till 2003 most of russian people had USSR passports made in Soviet Union (the same style for ALL people). But now all people has RUSSIAN FEDERATION passports, aslo the same style for everybody.
But when russians visit foreign countries they need 'special foreign passport'. So, it is normal that your have never seen a local russian passport -
