As far as your contention about the tgp owners being able to make money off that traffic, I doubt that's true, except for possibly getting them to sign up under a geo dating ad; though I don't know if any of the sponsors even pay for signups from those countries.
That market is really without much value. When I had my paysite/ dvd store running, I sold many memberships and placed many thousands of orders; of those, only one - ever - was a customer in an asian country, and that was from an american who was living there.
That being said, japanese traffic is of more value than chinese if you can present the links/tours in their language, but you'll notice that site pumping themselves full of asian traffic rarely use jap traffic, they use the cheap chinese stuff.

I can understand your views after your experiences with this, but other people - I for example - have pretty good experiences with japanese traffic. Of course, that requires good geo targetting, but it can be worth it nevertheless.
Chinese traffic is pretty bad, but if sites send lots of it and don't convert well, it's probably better just not to submit to those sites than to break the "you show galleries to the traffic we send" agreement.
You're right that sites pumping themselves full with cheap chinese traffic aren't worth the effort, but not submitting to those is probably the best course of action.
Sites that don't redirect asian traffic but don't pump it either, on the other hand, can be well worth submitting to - and redirecting their asian traffic, even to 404 pages, probably won't make them happy if they find out.
