There's plenty of worthless traffic out there. The sites with good traffic tend to redirect that crap before it ever hits their gallery listings. There's no legitimate reason to keep it for the site owner because:
1. It won't convert on their own banner links and FHG's
2. It won't convert on the submitted galleries
Which leaves only one other reason to keep it, which is to boost up traffic numbers on stats pages like you posted with crap that won't make anyone any money. Or push it to trades.
I've used freehosts before that block certain regions, without any problems, except for getting banned at ONE tgp that was both A) exceptionally large and B) had very poor ratios even with top listings.
Gee, the site produced shitty ratios, had alot of traffic, and was concerned about worthless traffic. I suppose these are all mere coincidences?

You say the sites with good traffic tend to redirect that traffic anyway. Franck posted that 8% of his traffic is chinese or japanese, so I think it is safe to assume that many, if not the majority, of the sites he posts to do in fact not redirect that traffic.
Now, most tgps and mgps do not like you redirecting their surfers that they do not redirect themselves, because if they are not redirecting them, they are not redirecting them for a reason - and gallery posters redirecting that traffic would pretty much defeat that reason.
As for the ones that do redirect the traffic, since those don't send that traffic to your galleries anyway there is no need to redirect the traffic in question.
Sites that "allow" you to redirect traffic usually "allow" it only because they don't
know it. Once they find out, they start banning. (same happened with a number of freesites on tons and tons of tgps)
There is an obvious deal between tgp/mgp owners and gallery posters: galleries that get listed deliver the same content to all surfers the tgp/mgp sends. It is not up to the poster to decide which ones are real surfers and which ones should be redirected.
TGP/MGP owners may very well be able to make good money of the surfers you think you can just redirect because they're "worthless", and that's why redirecting is generally considered "cheating".
