I can't speak for the original post, but basically use a script to churn out 1000s of pages loaded with keywords - keeping the basic SEO rules in mind. The script should build the pages/template, grab the content (likely from a local directory), spit out hundreds of pages with proper linking ....
Then inter-link between sites, getting good links on your GoogleBot-friendly domains so you get the new sites indexed fast. Rinse, repeat ...
Now once they are up you'll need to keep the content fresh and add new links so you don't get flagged and penalized. The script should add pages to the existing site, update a few things (or just replace pages entirely) and slowly add inbound links across your network.
Oops, did I just say all that?
Seriously, building the script is the hardest part as you have to be careful and know what you're doing. Of course, you need a bunch of domains on varied hosts or at least unique IP ranges. But once you do the hard part, you sit back, watch, tweak as necessary and wait for your sponsors to treat you to Playboy Mansion tickets.
