People DO have a choice, but the right thing to you may not be the right thing to them. The difference is how they were brought up, values instilled, etc. Same concept can be seen comparing different cultures.

That goes for many things, like eating with knife and fork, burying the dead, going to church - things like that.
However, harming others or taking advantage of them, in a broader sense victimizing others, is something for which we can always be held responsible. We see the effects of our actions, and because empathy is something we should always learn from our contacts with others, we should be able to decide on the right thing.
