There are a lot of reasons why you HAVE to have cleaner fuel. The reason in part is because of the weather in in some areas of California, the lack of weather. You are also one of the most heavily populated states. However the state has always been proactive in maintaining higher emissions standards.
In Florida we don't even have annual or bi-annual safety inspections.
I remember watching The Price is Right as a kid when they'd list the features a prize car had they always mentioned "California Emissions"
