Yes, but when juicy does it its fairly obvious and he doesn't do it to attack others.
This other guy created a fake nick specifically to bash someone and forgot to use a different IP. Its really pretty stupid. Why go through all the trouble of hiding yourself only to miss a key ingredient? Furthermore, why hide yourself at all?
