Rumsfeld falls into the shirked, not avoided category, not that he did much in his three year active duty career.
He collected military paychecks from the taxpayers for his reserve duty, but most certainly did far less than he could have, had he wanted to go back to active duty during Vietnam. And look at what he has done to the current reservists - it's shameful.
