It's not that he is breaking TOS or anything, just a general concern for him about losing some privacy. Google is notorious for cancelling accounts with little recourse and anyone in his past, present or future will have an easy way to mess with him by putting his code on any ole page should they feel "wronged" by anything he has said or done.
