It's not rocket science to figure out where someone is processing. In order to be in compliance, the company must be located in the region that they authorize and settle their transactions, as should their clients.
Thus, CCBill and Paycom's regular business is through US banks. That would be the reason for them requiring US entities to use the processing. CCBillEU and PaycomEU would be located with EU banks.
Someone requiring an Asian corporation to settle, such as we do, would be processing with an EU bank.
If someone required you get a corporation on Mars, well, I guess you can see where this is going...
