Who do you think supplied Saddam's regime with the WMD that he is currently on trial for? (Hint: Reagan and Dubya's daddy).
The U.S. always exempts itself from bans on WMD, afterall we are the largest user and most frequent user of such weapons.
Kind of like how we support the Geneva Convention for treatment of U.S. prisoners by other countries, but exempt ourselves, while torturing and abusing foreign prisoners in secret prisons, or outside of the scrutiny of the international community or our own free press.
