White phosphorus is not "chemical weapons". Ordinary bombs are made "of chemicals" too. Even humans are made "of chemicals". The whole universe is made "of chemicals", omfg call the UN.
"Chemical weapons" is things like nerve gas, mustard gas, tabun and sarin.
White phosphorus can be used inside buildings because it quickly fills any space with white hot burning bits of phosphorus which is pretty cool for getting rid of terrorists in an enclosed space which is what I believe they would have tried to do.
