Define Decent....... I live in Bangkok. Plenty of bars and plenty of fun here and in the major tourist spots. You can get nice, nasty, used to be boys, boys and just about anything in between in the bars.
Want decent try Discos and they may be semi pros, office girls or whatever. Stay away from discos near the bar area as there is no semi...they are pro. Get an offer in the street at night in tourist areas check if was born a girl.
Been living the life a lot of years and about the only thing you will not find is under age. I suppose if you went looking for it you might but it has been pretty much stopped for years.
I doubt you will find anyone that does not use condoms and make sure you do ....that is a MUST in this part of the world.
