Grocery store around 5:00 to 6:00 when all the hotties are stopping by on thier way home from work. Whole Foods is the probably the best because the food isn't cheap and it's healthy so you get quality babes. The produce section is the best place to start chatting.
Other then that it's book store coffee shops. 10:30 AM and 2:30 PM. Most women around that time of day have some free time and are open to chat.
Volunteer at a zoo or other community place.
Take a cooking class.
