Well, you can never be so sure if he's working exclusive for you or multiple clients. Since there is no contract or whatsoever, I don't think you are bound by the Philippine labor law regarding 13th month pay. On outsourced employees, the company should handle that same with the other benefits stated in the Labor Code.
