Each time a country is destabilized the known rules of the game are changed. You certainly dont want to change them against your ultimate agenda.

Diplomacy works best and keeps the game the same until there is a overpowering shift in the relationship where there is no other choice but destabilization and a new regime introduced.

Just my 2 cents from a strategic side.
You're right

The UN looked powerless when it came to IRaq, and they're mired in the oil for food scandal

They will probably force some kind of arrangement with Iran.. just to prove they're still legitimate
