Frank W, the exchange rate doesn't have to do anything with that.
A few years ago you got a few million Rubel for $1 but that meant nothing because you could buy a few litres of milk with that money. And since inflation was so high, a few days later you could only buy half of that with the same amount of money exchanged a few days earlier. But if you changed again $1 to Rubel at that day you got twice the amount as before. While you might have needed a large bag to carry that much money you still couldn't buy more than before
Of course you were a rich man with an income of $1000 per month but not because of the exchange rates (if you actually changed the money to Rubel you would have become poorer and poorer every day

) but because the rest earned a few dollars per month.
