yes, but you didn't mention that the same is true of America.
When people quote debt figures for any country, they usually just reach from some simple number provided by debt stats, but that number will likely be far from the reality of the governments true liabilities.
People quote figures like $8 Trillion for America's debt, but the reality of its liabilities is more like $43 Trillion
