Cal. NORML Legislative Goals

Implement Prop. 215's goal of a system of "safe and affordable distribution" of medical marijuana.

Decriminalize cultivation for personal use, as recommended by the State Research Advisory Panel in 1990.

Legalize distribution/sales to adults in clubs and shops by local option, as in Holland, Switzerland, and Vancouver.

Stop unwarranted use of urine testing for marijuana.
