Another police chief in the EU, in fact several of them, had proposed legalizing drug abuse several years ago.

The result was a change of drug laws within the UK and a few other EU countries where, for example, a user of pot is no longer a criminal. Criminal charges are possible in the instance of dealing - irrespective whether this is pot or harder drugs.

The proposal of Norm Stamper to legalize - not decriminalize - drugs, is similar to the EU scenario.

The effects of drug abuse, especially use of hard drugs, can be devastating both to users and those around them. Drug abuse has no class boundaries, - it's like alcholism, domestic violence and pedofile conduct, - all are damaging in various ways.

Proposals for changes of drug laws need to come from people like Norm Stamper and others who have background experience in handling the victims and dealers. Some proposals may seem sensational - they do to me, but I, like most of the general public, don't "know" the drugs biz and how to "manage" it. It's best left to professionals to handle and an acceptance by legislators.

Any experienced drugs enforcement officer knows pot is relatively harmless, but their brief is to uphold laws shackling smokers of joints - a total waste of time and resources. The one and only time I ever "used" was with pot - I wanted to know what the fuss was about and shared a joint with a drugs officer. I asked what's the max penality of this gross infringement of the law? 8 years!! It's nice to see taxpayers money being put to good use.

The flip side of the coin is little less than evil, where purveyors of hard drugs use and abuse down the distribution tree and kill anyone in their path. These people often have more power than any govt has devoted to a "war on drugs". That power extends from simple elements on the front line by having better arms and at the back end, they are well-guarded by loyal people who are given money and food in crop-growing countries. When captured, although they may be convicted of drugs offenses, the main offences are often homicides.

The sooner legislators adopt an acceptance in listening to those with drugs experience, the better.



PS Equally damaging, if not more so simply because of scale, are "legal drugs" - the kind purveyed by EJ Lilley and with the approval of the FDA. Tho intended as medication, and many perform an excellent job doing this, - scripts (and repeat scripts) are grossly over-prescribed. "Legal drugs" are now a multi-billion profit center with marketing plans exceeding the medical needs of the average individual. The US is now, by far, the most over-dosed society on the planet.
