THAT statement could get them in a lot of trouble if the right (edit-or WRONG) person heard it. The police shouldn't be telling anyone that it's okay to take matters into their own hands.
I've heard, "Well, I can tell you what I'D do" and "I can't advise you of the steps that you should take", (both of them with the cops practically winking), but I've never heard the police say it was okay to kick someone's ass.
At best they should have said, "Next time, TRY to call us first." Then pat you on the back or something, again, while winking at you and giggling.
