The guy has issues, and you're pissed about that, and maybe a little worried that something could happen to you/shortbread/your dog in the future as this guy has demonstrated he is capable of violence.

If you feel it's in your interests to report the violent behaviour because you feel threatened by it, do so to your strata. They probably have the number of this persons' mental health team. Once its on record you have shown before that his behaviour is erratic and potentially violent. It also shows that you are concerned.

Beyond that, understand that many people who are being devils advocates here have experienced or been witness to dog attacks, regardless of size.
Show the same level of concern by ensuring your dog doesn't get into anyone's space by licking/sniffing them. I know a few people that would have no hesitation of kciking a dog doing that to them, and they are not mentally challanged.

I have pets, and some people don't like them. That's the way it goes.
