A little of both. You need a site and design. Software is very important to have control of your site. Getting girls without traffic and traffic without girls is very hard. You need to find girls willing to run split cam so stay on current site while giving you a start.
What a lot of people forget is that a lot of models are from places with internet connections a level or two below the US. Frames per second is very important as is bandwidth needs. Its really a balancing act.
