suppouse europe decides to control its own 'internets' and US its own. for the end user things will be transparent as usual expect that providers could hit you with higher cost for going to overseas sites. goverments could easily establish license fees for connecting to their segments of internet., theres a milion ways of doing it. internet will stay conncted but internetional 'browsing' could be at the extra cost to providers and of course to end users. pay by minute or per bandwidth.
if rest of the world will take its own control im sure US will start charging for those users trying to assecc US sites.
its a simple pay-toll scheme that being used everythere - transportation, shipping, telecommunications.
