Not likely they are bluffing... unless that comment was from some idiot with a loose mouth casually muttering. They never "bluffed" on much else so far.
If the EU starts that shit.. and they feel they have an alleged cause to do so, (ie why is ICANN still a subcontractor of the US govt and assumes upon itself factors that influence other nations?), the chances are all other nations will be supporting this - simply because they are not currently being represented. It's basically an "OK, let's play, but not while you insist hogging the ball 100% of the time".
Only nation to lose is the US - they rest can only gain. A graceful mediation may be relevant where nobody has to "lose" anything and we can all have peace and earn some money without more pathetic diversions.
