Let me rephrase it. Could you understand how some people do not want their personal space invaded by other people's pets and may find it rude?
PS: kosta and many many other people find that it's rude so you should definately keep the dog away from people. It is in fact rude.

Yes and no.
No it is not okay if it is merely sniffing but it should not be there in the first place.
Yes it is okay if the person felt in danger... but then again, only that person would know - not your nor I.
