Besides, don't you think it's kind of rude to let your dog lick/sniff/explore strangers? I personally do not want to be licked and even when I give the "leave me alone" face, dog owners still are clueless. Their usual response is "don't worry, he's harmless" and my silent response is "I don't fucken care, now get the dog out of my personal space" but then again, I'm not rude enough to say that
PS: IMHO, I would've at the very least pushed the guy after he hit my dog.

No I don't find it rude for a 4 month old puppy to explore and smell people.
Do you think it's ok for someone to hit my dog in the head with it's cane because he smelt his leg?
