I believe the owners of the puppy were sited over leash laws and their home owner insurance had to pay my medical bills. My parents just took me to the doctors and were not blaming anyone.
Some people are afraid of dogs, other are not but it is the owners responsibility to make sure that their dog is in full control among the public and in common areas where you live.  |
And I've seen about 4 cases where puppies have either bitten someone or have dug their claws into someone's leg and caused them to get stitched up.
Bottom line is that the dog should have been under control via a leash
