Okay, how about this... let us say that the guy was NOT handicapped.
If the dog approached the NON-HANDICAPPED guy, the guy legally has every right to defend himself against the dog. Some people are THAT AFRAID of dogs and that's why there are LEASH LAWS where the owner has to be in control of the dog.
If the guy approached the dog and smacked him, m.akingcoin has every right to defend the dog which includes knocking the guy out.
