Mental disabilities can cause people to have less self control, less feeling of what's appropriate for specific social situations, stronger reactions to events, etc. Locking them up for having a mental disability would, in many cases, be both extremely cruel and prohibitively expensive, so we just have to accept their limitations and try to find some understanding for them.

It's pretty clear from this thread that most people here have never spent any significant amount of time with mentally disabled people
